District Manager

Description:

Responsible for implementing those procedures necessary to execute all policies set forth by the Board of Trustees.

Characteristics:

Should have a thorough knowledge of administrative practice, principles of organization and fiscal and personal management; thorough knowledge of mosquito abatement programs, legislation and practices and federal and state programs involving pesticides, wet-lands and endangered species; thorough knowledge of the scope and the subject of epidemiology, vector ecology and entomology as related to mosquito control; general knowledge of ecology, limnology, toxicology and other scientific and technical fields contributing to the development of effective mosquito control; familiarity with programs of health departments, flood control, state and federal fish and game and other public and private organizations with functions related to mosquito control.

Minimum Qualifications:

Must have good personal presentation and poise; motivated to project an excellent impression on subordinates. Have at least a Bachelor of Science degree with an emphasis on biology (preferably in entomology and mosquito systematics); must have demonstrated an ability to plan, organize, and direct personnel; furnish evidence of five or more years of satisfactory service as a supervisor in mosquito control or closely related vector control program.

Must be physically able and willing to do heavy physical labor; have a valid Utah driver’s license and have a non-commercial pesticide applicators license from the State of Utah Department of Agriculture.

Examples of Duties:

 1.        Prepares and administers an annual budget, maintains budgetary control over expenditures.

 2.        Prepares and distributes documents for the State Auditor, State Treasurer, County Auditor, County Treasurer, US Census Bureau, OSHA, EPA, Utah Department of Environmental Quality, Utah Department of Agriculture, and other agencies as prescribed by regulations or by law.

 3.        Acts as the District Treasurer, being custodian of all money, bonds, or other securities, determines cash requirements of the district and provides for the investment of all idle cash, receives all public funds.

 4.        Acts as the Procurement Officer as outlined in the district’s purchasing policy.

 5.        Recruits, selects, and assigns subordinate employees, instructs subordinates, reviews and evaluates workers and takes appropriate disciplinary action to maintain an effective working force.

 6.        Plans, organizes, and directs a comprehensive program of mosquito control within the district’s boundaries.

 7.       Prepares monthly and annual reports for submission to the Board of Trustees.

 8.        Meets monthly with the Board of Trustees.

 9.        Plans and develops a program of public relations and community education.

10.       Plans, develops and publishes results of research projects that improve effectiveness of control operations.

11.       Represents the District in all operational, technical, public educational and professional organizations and meetings.

12.       Furnishes scientific/technical data, recommendations etc. for the informed execution of those fiscal and operational goals and objectives of the district.

13.       Reviews employees daily timecard and records hour totals for submission to the bookkeeper.

14.       Reviews employees’ requests for leave (vacation, sick, leave, etc.).

15.       Completes employee performance evaluations in assistance with the assistant manager.

16.       Conducts staff briefings and meets regularly with staff to discuss operations.
