RFQ Construction Manager General Manager

Introduction
The Mosquito Abatement District-Davis(MAD-D “the Owner”) is soliciting statements of qualifications from Contractor firms to provide Construction Manager General Contractor (CMGC) services to work with the current design team, Galloway Architect, for design assistance, construction material input, blue print review and construction of new facilities and remodel for the Mosquito Abatement District-Davis located at 85 North 600 West, Kaysville, UT 84037.
The MAD-D is an independent local government district that was formed by Davis County in 1954 to perform mosquito control operations covering Davis County. The current District facility was built in 1998. Remodel of the main office and additions were made to the MAD-D facility in 2015. Currently, the MAD-D owns 3 acres where the current office, shop and vehicle storage and chemical storage facilities are located in Kaysville for its base of operations. It is the intent of MAD-D to design and begin to build a new chemical storage facility with vehicle storage space, remodel of office space, laboratory with vehicle storage space on the site of the current office and adjacent property about October 1, 2026.
The MAD-D intends to hire an CMGC firm to provide the services required to assist in completion of the design and blue print development, permitting coordination, bidding and construction of this project. The initial Phase of Programming/Schematic Design including a construction cost estimate for the project components has been completed. Based on the construction cost estimates provided, the Owner has determined the scope of the project moving forward. The Owner has initiated the second Phase which will include the CMGC to assist and give consultation on Design Development, Construction Documents, bidding, and Construction of the Project.
Scope of the Work
The Construction Manager shall advise the Owner and Architect on proposed site use and improvements, selection of materials, building systems, and equipment. The Construction Manager shall also provide recommendations to the Owner and Architect, consistent with the Project requirements, on constructability; availability of materials and labor; time requirements for procurement, installation and construction; prefabrication; and factors related to construction cost including, but not limited to, costs of alternative designs or materials, preliminary budgets, life-cycle data, and possible cost reductions. The Construction Manager shall consult with the Architect regarding professional services to be provided by the Construction Manager during the Construction Phase.
- The Construction Manager shall provide a preliminary evaluation of the Owner’s program, schedule and construction budget requirements, each in terms of the other.
- The Construction Manager shall schedule and conduct meetings with the Architect and Owner to discuss such matters as procedures, progress, coordination, and scheduling of the Work.
- This project will include CMGC services required to complete the planning/zoning coordination, design, permitting coordination, bidding, construction and project closeout for the development of chemical storage facility, possible office remodel, laboratory, vehicle storage, and required site improvements.
- The Construction Manager shall assist the Owner and Architect in establishing written protocols for the development, use, transmission, reliance, and exchange of digital data, including building information models for the Project.
